A business improvement district (BID) is a public-private partnership, enabled by NY City and State legislation, through which property and business owners elect to contribute to the maintenance, development, and promotion of their district. Special assessments paid by benefiting parties fund BID operations.

When BIDs are initially proposed, the prospective BID provides a District Plan to the Department of Small Business Services (SBS).  The Plan is the operational blueprint for a BID, defining the district's boundaries, services, annual budget, and the specific assessment formula used to charge properties. BIDs use this plan to fund and deliver supplemental sanitation, security, and marketing programs to their District. 

In 1992 the Garment District Alliance (GDA), then called the Fashion Center Business Improvement District, filed its District Plan, which was approved by the NYC Council in 1993.

In December 2024, the GDA Board of Directors authorized a review of its Plan with the intent of removing outdated information and making amendments that reflect the changes that have occurred in the district since its inception.  The results of the review process, overseen by SBS,  were approved by GDA board in March 2026.

We encourage garment district stakeholders to review the summary of changes as well as the full Plan, which can be accessed below. Please note that in the proposed Plan deleted language is in red font while new language is in blue font.
